Engaging Citizen’s Participation by Developing EI-TECh (Extractive Industry-Transparency E-system & Channels)

Policies affect how localities grow and develop. To reduce poverty, ordinances needs to be relevant and effective. The general public must also engage for this to happen. Unfortunately, not all legislative measures are open for public hearing and most people have limited knowledge that they can participate on these measures. How can the government improve in providing input and propose new legislative measures when the citizen could not express their necessity?

 

Through this commitment, legislative information, processes and measures will be made more public through both online and offline channels. Citizens will be consulted on pieces of legislation over these platforms. This will ensure that the government will pass legislative measures and processes that are relevant and will make more sense and impact towards the people.

Update and enhance South Cotabato-PEMO software/database in managing information on mining and quarrying operations (mining, quarrying, energy industries) and link/disclose information through the Provincial Online Database.

Develop transparency standards and systems in gold trading and institutionalize “compassionate gold” branding through a Provincial Mining Regulatory Board (PMRB) resolution.

Conduct stakeholder outreach, dialogue and capacity-building activities for policy development/ improvement to strengthen participation and engagement of impacted grassroots sectors within the PMRB by developing a pool of trained community experts.

Institutionalize grassroots participation /engagement in quarrying and mining governance by expanding the membership of the Provincial Mining Regulatory Board (PMRB) to include representatives from the impacted communities from the pool of trained community experts.

Note: PMRB decided not to include the grassroots representatives in their group. PEMO and Bantay Kita are still exploring ways to include the grassroots in other councils as of the present.
